Definitely a bug.

This is not a bug in firefox, this is caused by the creators of the GIF not specifying an interval between frames or specifying an interval that is too small.

Internet Explorer has a minimium interval between frames and forces every gif to play at this rate or faster. I assume Opera also limits this.
