Install DOSBox: http://www.dosbox.com
Grab Windows 3.11 from here: http://www.abandonia.com/vbullet/showthread.php?t=27770 Run the game in Windows 3.11 that is running inside DOSBox.

Yeah, that game is too old to run in Windows 10, you need the Dos emulator and windows 3.1.
