Fore the moment, you cannot. It is still under active ESA protection.
We are however in the progress of reevaluating the status of the currently non-downloadable games on the site, this one among them. It's status is likely to change in a short while.

Has sooo many different versions, Turbo, Super Dooper, Mega Giga, etc.

And hacks for that matter. and or revisions of some of the arcade versions, and here I am not talking about Championship , turbo, super and super turbo. No I am talking about revisions of those games in that legend. Meaning Street Fighter 2 revision, this and that crap
