I remember playing somewhere in 1996-97 a pretty buggy shareware game with choppy and cracking sound & music which sounds a lot like the one you described. It's name was simply Teddy and it was probably made by some completely unknown team of people or company as I've found no traces of that game on the net whatsoever, and Mobygames doesn't have it either.
I know that's not a lot of help but that's the best I can tell you about that.
