The existence of the ISO Cellar is a public information. It would be stupid to not mention this institution. And do you want to lie? Because you can't simply not answer questions about full versions and ISOs, that would appear like we were an evil secret service dilettanteishly trying to hide it's, uhm, secrets (the bad sort nobody wants to hear - all guests will run away to be out of earshot).

well in discussions people had before (when i tried to understand the actual meaning of the rule) they said that it's something for "community" so advertising like "make 20 posts and get in to iso cellar!" is not very prospering i guess

This is a point for sure.
On the other hand the ISO cellar is not a secret.
Would be easier if the people wouldn't be so greedy.

Regarding the restriction, it might be temporarily lifted for special occasions.
So far there is no reason to have it permamently removed, though.
