That is indeed the maximum, as far as I remember. One trick to increasing your strength and dexterity right at the start, by the way, is to immediately attack Devon (the fellow who pulls you out of the sea at the beginning). He will not fight back or call Beren the Sorcerer, and being a game-crucial character, is immortal. Keep hitting him until your Strength and Dexterity are at a satisfactory level, and although he won't talk to you for the time being, later he will forget your nastiness and talk as normal.

That method indeed works but it is not impossible to go through the game without it. Ghouls are the main source of experience for me. If you have enough patience to save often, it shouldn't be the problem. But anyway, intelligence won't go up and the only two methods I know that work are reading and casting tons of spells.
