Well, I know there are the requrements on some gamefaq site, but they aren't exact. I know it says there that if you want her to become a queen you need:
Charisma: 499
Fighting rep: 470
Magic rep: 470
Social rep: 470
Domestic rep: 470

I had all of those, but it didn't work, because they left out the most importaint - refinement 800+

So you're probably missing some other characteristic (how's the morals and how are her maternal skills - they play a slight role - they get hight if you let her work as a baby sitter or as a tutor).
