Reduce your cycles. You obviously are overclocking the game. If this is not the answer then search for a scrolling speed option in the game itself. Usually in the option menu.

Anyway of slowing down the scrolling speed of dosbox games? move the mouse to the edge of the screen and it woooshs across half the map , although mouse movement itself is fine
