VDMSound won't work with Windows 98. It only works for NT compatible (Like XP or 2k) Windows.
If you are running Win98 there is some very good chances that your computer is not fast enough to actually run DOSBox efficiently. DOSBox is pure emulation and thus require a lot of processing power.
