Maybe, but it's a not a very solid distinction.
Most games you can play without knowledge of the language. Heh, that's how I used to play long ago! :bleh: - of course a lot is added when you do know. Personally, I'd say it's more important to stick to a decent rule (non-English games yes/no) then a guideline that's bound to end up in ambiguity. But that's just me
