I never liked SPWAW that much because of the strange user interface. Try winSPWW2 (1930-1946) or the modern variant winSPMBT (1949-2020) both free to download.

Running SP1 and II on Win 7
I've found that using the utility D-Fend to manage DosBox allows me to run Steel Panthers and Steel Panthers II easily on Windows 7 x64 i7 processor. Tried for years to get them running smoothly with other utilities, but everything works well. Allows the mouse speed and CPU speeds to be adjusted down to make the game run at a normal speed.

Only 425Mb but runs under all Win OS's. Not sure about other OS's. Matrix Games has permission to tweak the code and distribute but can't sell it. So instead the make and sell "Mega Campaign" add-ons. Matrix and the SP community has put a lot of work into this game and it's still being updated.
