So do i win ? I thought X-com wasn't secret, being founded by all the governments of the world. So at least all the political (and probably economical) leaders know about it.

it's not necesary that the world political leaders know about X-Com (remeber independence day?) and even if they did, secret means you (the common man) don't know for sure if it exists. (do you?)
