The problem is the term superpower was not used first (that we know of) till the 20th century, having in mind also the historical context then my guess is either of the Balance of Power games?

It's neither the Balance of Power nor the Superpower games. But yeah, it is the 20th century. And I said please "people" not "the people". I was being deliberately vague, there.
A bit too vague, perhaps. I mean that you have to cater to the different factions in the game. Edit: Just for the record, it's not Caesar II, either. |

I've only played the demo, and it fits. allthough you don't *allways* play a superpower. EDIT: believe it or not, I mangaed to wite the name of the game wrong! |

It's not democracy. I haven't played democracy, but it seems somewhat similar. This game is from the early nineties, though.
