I still think the best simulation of a nation was Hidden Agenda, and that's freeware (with a little note to the author). When I spoke with him about 3 years ago he said that he'd proposed shortly after HA proved a hit a second release on the MidEast, but was turned down by various companies. They didn't think it would sell.

Seconded, Hidden Agenda still probably remains the best in-depth nation simulator.
