Not an easy question, as I can mostly name companies involved, but generally don't know the difference between developer and publisher. Also companies get bought and sold all the time.
Judging by the number of games I enjoyed, Sierra and Lucasarts really stands out, especially for adventure games. I would also mention Westwood, Infogrames and Activision, but I'm possibly forgetting some. |

Troika Games: For all their games (3 of them are best in history by all means to me). Those are: Arcanum, ToEE, and VTM: Bloodlines.
Interplay: Solely for M.A.X.2 Blizzard: For Diablo series. ID: For Doom. Remedy: For Max Payne. Action Forms: For '04-'05 best game Vivisector: Beast Within. 3DO: For HOMM, series till the 4th. People Can Fly: For Painkiller series. + a bunch of others that are great too, but I'm too lazy to write down them. |

Microprose: For the Grand Prix Series, A Final Unity & Transport Tycoon.
Activision: Recent good Star Trek games, namely Armada II and Elite Force. 3dRealms/Apogee: ROTT, Terminal Velocity and Wacky Wheels. |

Well from the old days were I played the most. SSI, SSG, Mircoprose, Interplay, Westwood,EA was pretty good back then. They just started buying out the other great game makers. Pixal Painters, sure I'm leaving a couple of other good ones out.

Lucasarts, Sci (Just for creating Carmageddon 2, I think I need say no more), Westwood, Rockstar, Blizzard, Apogee, ID Software, Origin...I'll stop at that for now.
