Gangsters duh!
For a light crime game you could try crime fighter (not managerial but fun with two players) There's also a crime oriented simcity clone but I can't remember the name... |

Crime fighter is haaaaard.
and I did 'acquire' Gangsters, but it won't run :[ i also got the second one but i here it's really bad compared to its predecessor, and i think its true; I'd rather build my empire then do missions :\
