Was Darth Vader/anakin Skywalker Really The Greatest Jedi/dark Jedi?

That's right: someone not using the power he have, doesn't mean to be not the most powerful!

However I'm not so sure if we should consider the jedi/sith contained in the "expanded universe"... or Exar Kun was named even by Gerge Lucas and I don't remember him...
