Looking for a program that supports an obscure graphics format from ~17 years ago

The file extension is CHP, and what I found out about it through my inquiries elsewhere was this:

Long story short, it was used to store sprites in a game published some 17 years ago and I'm looking for any DOS or Windows graphics editor capable of reading this format.
