My system is in Portugues so I`ll try to translate but my english isn`t very good.
I hope you understand.

When I open an old ms dos file suck as quarantine I get an error msg.

MS-DOS 16 bits Subsystem
C:\DOCUME~1\user\desktop\QUARAN~1\INSTALL.EXE
C:\WINDOWS\SYSTEM32\AUTOEXEC.NT. The system file is not (apropriated?) to the execution of aplications of Microsoft Windows and MS-DOS.

I can hit CLOSE or IGNORE, both of them close the install.exe or any old MS-DOS file I try to open.

They've been a few threads about an error similiar to this. The answer was that a file was missing from the system folder. It needs to be moved back. I'll see if I can find those old threads and if they apply to your problem
