As Tulac said, it depend. You can't just flag all one emoticon posts as spam. Such moderation is always case by case... There is not really a precise and definite version of the rules for Spam, flamming etc due to the fact that they are concept and not something you can really refer at.
Also, you need to be more lenient on newbies. A newbie posting half a dozain :help: emoticons usually only try to get attention to get their problem solved fast... When this happen, I usually either completely ignore the icons or don't rush to find the answer if I don't know it right away. But taking action would really be a bad move in that particular case.
If it was a regular, then a warning via PM would probably be enough. If regulars were stupid enough to do that in the first place... Which is really not the case here.
