C64 has nothing to do with 64-bit operating systems.
If the problem you're describing is happening with the Windows version of Frotz ( http://inform-fiction.org/zmachine/windows.html), get a DOS version ( http://inform-fiction.org/zmachine/dos.html) and run it in DOSBox
