I know that it had vga graphics so should be 90s release. It was either realtime or turn based strategy. It was written for DOS (or windows 95).
After the game starts you get a screen divided into four rectangles to choose your faction.
I did a search for a long time for this, googled it, looked on abandonia (used the related games feature too)
