I've tried everything I can think of and I can't find what the problem is.
This is an incredibly long shot but you might want to give it a try
find config.nt in your system32 folder.
open it for editing in whatever program you want (I normally use notepad)
at the very bottom of the file type the line:
EMM= [A=8] [B=0x4000]
This should configure your Expanded Memory Manager but I can't promise it will help!
