The server doesn't... the forum does, and it's a result of bugged data insertion from the site database to the forum database.
Buddy... there are only a handful of admins on the forum. Most of them are too occupied with living their own lives to be around more often than once or twice a week.
So far I manage to check what's going on almost every day, but that doesn't mean I'm at your beck and call 24/7 !!!
Fixing the registered users only takes logging in to the admin controls and like three clicks after that, but there still needs to be an admin to do it.

I can't seem to change my avatar. i've tried changing it in the 'edit' under 'my account' and under 'avatar' in the User Control Panel. It does show the new avatar in there, but not here on the forum and stuff.

Your case is not the only one like that. It seems the same function that fixes broken registrations also updates the forum avatars.
