This has got nothing to do with SimTower actually.
Did you ever have Norton or Symantec programs installed? Even if you uninstall them, there is still some data and some drivers or other data (dlls) that is related to Symantec/Norton. They are very persistent.
I recommend you download Toni Arts' Easy Cleaner or CrapCleaner and do a registry cleanup (if you have no clue what I'm talking about, you'll see what I mean, when you installed that program
).
