Deja Vu:A Nightmare Comes True? Or the sequel, Deja Vu II:Lost In Las Vegas? Seem to match your description reasonably well.

EDIT:Actually that's probably wrong, could it be Dark Seed? No memory loss I know, but there's an implant involved.
