Dang it, 5thHM answered while I was looking up information. I will point you to the links in my post as proof of it's superiority. 
Seeing as you are an unregistered user my guess is you aren't using
DOSBox. DOSBox is the only way to get 90% of old DOS games to run properly in XP. So it's a good idea to have around.
The DOSBox website has info on getting BC4000 to run
here.
Oh, and 5thHM, I think you failed to notice he was asking about another similar but different game. BC4000 != BCVanilla.
