I very much doubt the ESA is for sale. Even if it was it would cost many, many millions. Anyway, the ESA don't own the copyrights, they just enforce on the behalf of the companies who own the copyrights. If the ESA was bought and they no longer protected the copyright of the games, they would be breaching their contracts with the companies AND the companies would then just use some other copyright protection agency.
Bad idea on many levels.
