System Restores have saved me a few times - most notably when Windows crashed while installing a ethernet driver and then proceeded to randomly delete the drivers for about 12 devices including the CDRom, leaving me with no internet connection and no way of reinstalling the drivers. Believe me, I was incredibly grateful to have system restore available.

On the original subject of this topic - I assume you are referring to the Windows Xp System Restore, the shortcut for which is normally in Start Menu -> All Programs -> Accessories -> System Tools. If this is the one you mean then the shortcut points to a file called rstrui.exe in C:\Windows\System32\Restore. You should be able to go there, right-click on it and create shortcut.
