Not sure of the solution to your problem, but this is the first I've heard of the game, and from the looks of it, it looks like Sim Ant mixed with Command and Conquer Generals.

Which answers your second question. Sim Ant is a Maxis game made back in 1991. It's an old game, but I thought it was very good. Graphics aside, I'd say the storyline is similar to Empire of the Ants, with the player being an up and comming ant commander and you need to collect food (though back in 1991, "food" consisted of little green balls that fell from the sky, or appeared when you swarmed a caterpiller or stole Red Ant larvae). I'm not sure if this is the store in EOTA, but in Sim Ant, the eventual goals were to crush the Red Ants once and for all, and to take over the lawn and a portion of a man's house. Plus it had a wealth of information on real ants which started a lifelong interest in ants for me. Good times.

The Fifth Horseman You're getting it wrong. The version of DirectX you've got is incompatibile with the game. You cannot downgrade or uninstall DirectX, and there are no emulators for older DX versions.

As I said, it's either second hard drive or Virtual PC. No third alternative.

In English, it's called Compatibility.

If, as you say, no Compatibility settings work, there are only two options: First is to install a second hard drive with Win98SE, the second is to use Microsoft Virtual PC 2004/2007 for that purpose.
