1. We are too popular for the server to handle. Too many connections = too many people clicking a link at the same time.
Solution:
Refresh the page.
2. Flood control means you can't flood the forum with a gazillion posts in a row (like a bot). To quote the message returned:

the things is, refresh doesn't always help,
and it was half an hour between my two posts, so I think it is not the matter of 30 sec

I'd like to say again that I never experimented those problems. Sure, sometime I get the "wait 30 seconds to post", but that's not a problem nor a bug.

happened to me now, again, (5 times when I try to post), don't know in the morning, this site is banned where I work (primary school), due to illegal contents :w00t:

Yup, just had it a few dozen times just now...
It only happens in the evening though. When I was on in the morning (before work), around noon (while at work) and after lunch it was OK, it just started doing that again now
