I played these two games on PC sometime in the mid-1990s.
One game is similar to Eye of the Beholder - it is a dungeon crawler and there is a map and you generate a party (if I remember correctly.)
The story is that there is a dungeon in the middle of a city and I think they dug too deep and monsters started coming out. Now the city (?) hires adventurers to go down and find the source of the monsters and also to keep their numbers from getting out of control. I think it also may have had a top-down map. I'll try to remember more if need be but those are the clearest memories.
