Here are the things I remember from this game
- 3D, top down view, like viewing a table with small toys on it
- you could control helicopter, and a car (?) or something like that
- the heli had actuallay two height states: flying or not flying
- everything was very toy like
- you had multiplayer on one keyboard (not sure)
- you had to collect stuff and fight (not sure)

The game was
- not Simcopter
- not Heli Strike
- not Desert Storm

It is Return Fire. Played it a lot with my brother when I was a kid.

I am amazed that you could identify a game given such a vague description.
And the other games are awesome too.

This weekend my brother whom I haven't seen for a year will come home and during this brief time together we will be playing some Return Fire.
