Fantasy RPG (maybe) Top Down Game

I remember playing this probably 15 or so years ago, came with both 3 1/2 and 5 1/4 floppy disks, and was DOS based. I don't remember a great deal much more about it, but if I had a picture I'd know what it was.

It was a top down view game where you had mission to complete and could craft spells. I remember being able to create a flying spell and flying over the cities and maps within the game.

Any help would be appreciated, I've been looking for this game for a great many years.

Only other game with spellcrafting of this age that I know is Arena (http://www.mobygames.com/game/dos/elder-scrolls-arena/screenshots), but it's definitely not top-down...

Spellcraft is the one I always find when I am looking for this one, but it isn't it. This game had slightly better graphics than Spellcraft.

I have never heard of Darklands, so that isn't it either.

Hmm, thinking about such sort of games, Arkania trilogy (http://www.mobygames.com/game/realms-of-arkania-trilogy) immediately came in mind... but it's 1st person too. :) Not in combat though. :)
