Not running too many torrents at once.
Cap on maximum number of connected peers per torrent (which means your client will in first priority connect to the fastest ones).
Being connectable.

Find a torrent with many seeds, preferably from a private tracker and quite possibly your speed will be maxed out . Everything else is voodoo and won't help you much.

Don't be stingy about seeding, a good share ratio gives good speed.

the static ip does not have to do anything with it.

it may be better for you because of your router autoconfig (if you do have one), but even that can be set properly in your router control panel. ip by itself does not affect speed or anything, it's the matter of port forwarding and how do you solve it

in short- it's for people who can't setup their router port forwarding properly
