Hmm, maybe, but wouldn't it be a bit too old to be published on a cover disk of PC Gamer in 2008-2009? I think Conquest of Elysium II was actually released as freeware around that time already (correct me if I'm wrong here), and the game the guy looked for was either shareware or a demo.

Actually, was there even still a shareware model in 2008-2009? I thought shareware was gone with the end of 90s. Also there can very well be older Dos games supplied on a CD/DVD with a magazine, I had a full version of Stonekeep (1995-96) on a 2004 or 2003 mag once.
Considering that, it might narrow the search candidates a bit down.

It's not a DOS shareware game.

As for your question, the shareware scene did change with the rise of prominence of Windows, but it didn't vanish altogether. There are many modern Windows shareware games that use the unlock code model - you download the full game but some of the features are locked until you purchase a code from the developers. Spiderweb Software, StarWraith 3D Games and many other developers all work like that.

That said, the guy who looked for the game said that maybe the demo he had offered an option to enter an unlock code to convert it into the full version.
