My question now:

Wich site`s may we promote and wich one never???

You cannot promote your own sites ever unless you have permission from Kosta prior to placing your add. You can link over to other sites in specific instances when people are asking for something in perticular (making sure the site you link to is legitimate).

That´s not said (no promoting) in rules anywhere so wasn´t it a bit harsh?

(though there is the common sense thing, and the fact that he propably was never going to post again (searching sites where-in to promote his),

So the conclusion is, even the active members can't advertise without permission...

Yes even active members are not allowed to advertise without permission. Although active members are less likely to be banned because of it then someone who's first and only two post on the forum are advertisements.
