Default Bearded gnomes

Hello! There is this game that I have been searching for for ages but I cant seem to find it. I am pretty sure that the game was german but I dont know if there was a english version as well. It was a strategy platformer where you had control over a certain number of gnomes. You made buildings like a cinema, pub etc. Each gnome had his individual name and I am quite sure you could change it if you wanted to. Each gnome also got assigned a job like digger or florist.

The game was all in 2D and I think it ran under Windows but I am not sure about that either. Release was probably around 96-99.

I'd be greatful if somebody knew what game this is.

was it that "life simulation" game where they were supposed to be ai and the point of the game were just to live their lives and watch them develop?
