First: Have you checked the physical connection? Try with a different IDE connector. Have you changed any settings on your computer?

Yeah, the IDE is the broad, flat connector between your motherboard and the drive. They tend to break rather easily.

Are there any lights on at all on your drive?

Windows XP? If so, go to Control Panel -> System -> Device Manager. Look for the DVD/CD-ROM drives there. Are there any?

If you have Win9x, you should be able to find this, but I don't remember quite how.

When did you exactly notice the CD-Rom drive stopped working? Did anything particular happen just before that occurred? Installation of any new games or programs, maybe?

I've got a possible solution, but it's a tad... risky.
Go into Device Manager and to the Drive Controllers entry in the list. You will find three devices there: Primary IDE, Secondary IDE and a controller (which differs from motherboard to motherboard). Uninstall them all.
Reboot your machine then. Windows will re-detect and re-install the appropriate drivers.

Also, is your optical drive actually not a CD but DVD drive? If so, your machine might have "caught" StarForce.

Yeah might be Starforce..when i go into windows help and try to resolve the problem under the help tips for hardware(dont know if thats what is a call a CD drive..im french so..) but when i click on the help tip for this particular problem..nothing! its like its block or something ans other places on my computer who would help me see whats wrong are blocked too!

Is that a thing that Starforce does?

Try booting from it. That's probably the easiest way to tell if it's a hardware or software issue.
