Under a Killing Moon
sounds to me like under a killing moon, it was an fps adventure game by access software with fmv scenes.

Is it the Blackwell Chronicles
In that game there was a Sam spade dude or gal who solved mysteries but I think it is protected and not abandonware. But if this is not it at least I put my own suggestion in to help you.

I could of swore those access games were traditional point and click 3rd person perspective games. Been a while so I suppose I could be wrong =)
I know that the hover car stuff was in 1st person though. That was in under a killing moon right, or is that one of their others? |

I think it may be one of the later Tex Murphy games. Under a Killing Moon? Pandora Directive had a club scene.
