Yes, but ... There are games for which an old DX4/100 486 was way too fast. I remember having to slow down Robocop 1 & 3, Space Crusade and Mechwarrior ro name just a few.

Yes thats why I had to use mo slow on a 486 to make it run mech warrior it was very annoying.

to answer the original question :

to slowdown win32-software on a win2k/xp machine use cpu-slowdown

http://www.sven-of-nine.de/?page=hokwfufokcatlpd#cpu_slowdown

usage :
slowdown.exe 10% mygame.exe
or in a batchfile
slowdown.exe 10%% mygame.exe

it slows down only the game not your complete system
works perfect for me (commandos 2 - behind enemy lines)
