Ok,
I've been looking for this for a while now.

I've only played the shareware version, and as I recall it should be
about 1993-1994 cuz it was on a disc with Search for Dr. Riptide or something.

Here goes:

Its based on some story where you play a girl/woman who is a officer in a type of squad that patrols a futuristic city. The gameplay is topdown and you control small aircraftlike or hoovercraft like vehicles and you can fire it.
You fight some weird criminal organisation and between missions they have all sorts of conversations.
One specific thing i can recall is that those criminal-figures have purple markings on their faces to distinguish them.
Half way, on one way or the other you're switched to the criminals and fight for them....or whatever it is you do in the game.

At the end of the shareware there is a cut scene which makes you want to think someone is gonna assasinate the main character you play.

If someone know the game, my description would be sufficient i think

Omg i loved this game! I remember getting to control the "bad" people's ships for awhile.. very very fun!
