Default Interblargle Problems

So today when i got off the pc my sister went on and said the internet wasn't working. She usually just unplugs our modem and turns the power off, waits a minute, then replugs and turns on.

This usually works, but when it didn't I went into our network connections (we have two; 1394 Connection and our Local Area Connection.

Naturally, I tried to repair them, but it didn't work, so i tried to disable them then re-enable them, but THAT didn't work, cause the just stayed disabled.

Is there a way to see all internet connections going into and out of my PC? I blame my neighbors cause they us our internet cause they're too cheap to buy there own. Is there some way that could be screwing it up?

Ive also noticed when im on my PS3 online, whenever someone else uses the internet I get kicked off of it.

I went into the device manager before i restarted, and strangely enough, there wasn't a modem device

I have also been getting Google redirects every time i click on a link for the first 3 times to some funky domain name, followed shortly after by norton saying it blocked an intrusion attempt. CC Cleaner and Malware Bytes has picked nothing up.

Also, is there a way to see which programs are using my network connection? Cause naturally if i had malware is affecting my interblarg, it would be using my interblarg right?

the redirects are on and off, ill try and post a link to one of the redirects if possible when it happens next

How are your neighbours stealing your internet, if its over wireless out a password on it, if its by cable...how the hell did they do that. About why your interent is playing up I have no clue.

Though seriously block your neighbours from using your net, they could be doing anything with it, and your house will get the blame.
