No,
it is a FRON END for mame and other emulators, and also as front end for media.

It looks like MS media center, and it is quite big.

There is a video showing how it works.

I'm installing it and will check later more options and how user friendly it is.

It appears that you can run a lot of games directly from the front end...

It's a GUI for console-based applications.

It is simillar to D-Fend, but with much more options and nicer interface. You can set DOSBox in here, but it would require some work to make games work. (it is possible )

Also you can set your windows games, photos, videos, DVDs, etc.

I just tried SNES emulation, and it looks nice. (I don't have a lot of games on this PC)

Also, there is radio player, wether forecast, DVD player and some other nice things including different skins. In some sort it is a windows replacement, simillar to Windows Media Edition.

I believe if you have everything set properly, it requires a lot of room. (Mame it self without CHDs is over 10GB - more likely close to 17GB)

Thing with this front end that I don't like is that they are forcing you to donate. (annoying flash screen and some features turned off)

Attached is image of SNES browse by category. Note that there is no screenshots and images, as I don't have OfflineList installed, and it is required for easy download of images.

There is lengthy (and large ) video on the GameEx site that shows GameEx abilities. Check it out.

I don't think I understand the point of the utility of such a tool. You'll have to elaborate a lot more if you ever want to convince me of even considering using it...

No one has to convince you to use anything. It is completely personal preference.

Some people prefer to have everything pre-set, with a lot of screen shots from the games and without need to go trough endless number of directories/shortcuts to start applications.

I see the point of applications like this, as a lot of people prefer easier way of doing the things.

I my self will not use it to replace windows, but it is indeed interesting tool, with a lot of neat features...
