You have a whole OS without the GUI as well. And there's plenty of 1-floppy linux-distros as well (a little list)

There's Tandy Deskmate. It definitely fits on a floppy. Maybe even a 360K floppy. Ha!

Although I never cared for it, many people did. There's a version that requires a Tandy graphics adapter, and there's another for any EGA/VGA compatible card.

You can find at Home of the Underdogs if anyone's interested.

DOSSHELL was okay. Should be included in DOS 5 and later if I remember correctly.
Dosshell's the one I used as a kid when I had to do too much for just typing it out over and over again. Nifty little GUI. Has all you need... and nothing more I'd recommend this one, but that's partially because I've been only using that one and never even heard of any other. Anyways, Dosshell's standard, so it shouldn't be a problem.

Definitely Dos Navigator (http://www.ritlabs.com/dn/) looks a bit like Norton Commander, but much better.
