Do i need to split my smilies up and add the background so that they work with the forum or can i do all that after/if i win

it'll be helpful if you could post each smiley as separate image, thus it
would be easier to handle them...

aside from this you might make the background transparent...!

MS Paint is good enough for making simply pictures.
For animation I suggest EAZY GIF animator - you get a trial version (you can run the program 30 times).

yes, MS Paint will do fine. other than this, you could use Photoshop, Fireworks,
or any similar program at your disposal. generally, any software for pixel drawing
will be suitable for static images. for animated ones you will have to use specific

progs, as Fireworks, Gif Construction Set 32 or - as mentioned - Eazy Gif Animator...
