The classification system in Australia is designed to be harsh on games. We have several ratings for movies, and games fall into the same ranges:

G - General Exhibition.
PG / G8+ - Parental Guidance recommended for people aged under 15.
M15+ - Mature, recommended for people aged 15 and over.
MA15+ - Mature Accompanied, restricted to people aged 15 and over, or younger people accompanied by a parent/guardian.
R18+ - Restricted to people aged 18 and over.
X18+ - Porn, restricted to people aged 18 and over and only available in 2 territories.
RC - Refused Classification. Illegal to advertise or sell.

Movies can fit anywhere into that scale. Games don't have R or X ratings -- anything which doesn't fit into MA is automatically refused classification. That's where stuff like Postal 2 and BMX XXX falls down -- it would be classified R, but there's no R rating for games so it gets banned instead.

I think Germany really hates it when that topic is brought up because they typically portray them as the bad guys in those games.

which, in real life, they weren't. Right?
Isn't that stereotyping?

Same as I would say that all people from some country are racists...

Hitler was just doing what he thought best for his country. His methods may have not been sound but... who are we to judge.

EDIT On movies they are getting very strict at my local cinemas, for MA15+ they now check my ID when I buy the ticket and now that dude at the front who rips the tickets also checks for ID, 6 months ago I could walk into an MA15+ without them even questioning me. But I can still hire anything I want from my video store except maybe porn but I've never tried that, and I don't plan to.

I heard recently in regards to the ESRB ratings, they plan to introduce soon or now not sure, E-10 rating for games that are for everyone but are recommended for 10 and above.

I think banning games, only supports computer piracy, if you can't buy them, how else are you going to get them?

Yeah the only real reason games get banned is the lack of an R rating\, which Tuttle already mentioned. Honestly I have not been interested in any of the games that get banned here, and even if I did it's not too hard to aquire it from elsewhere.

didn't they ban postal 2 in nz? and i mean banning owning and/or selling it
hmm, i saw postal 2 in EB (melbourne though) a few weeks ago, but you needed to be 18 or over to buy it, so i downloaded it instead...same with Leisure Suit Larry : Magna Cum Laude, both are great games too.

haha, speaking of the movies, a while ago, i hadnt shaved for a long time, so i looked like i was in my 20's, i went to see an r rated movie and it worked....but my parents made me have a shave, how?, they locked me in the bathroom....tightasses =\
