This was result of taking a picture of my xmas tree.
In other attempt of taking a picture I got normal result. How do you call this effect? |

It's called: I'll use a stative next time I try to make a picture under such long exposure...

I'm guessing he means that it might be a good idea to use a tripod for long-exposure shots. And maybe switch to decaffeinated coffee.

Or to wait after the sneeze to take the picture.
But I think what you are after is what effect this is so you could reproduce it in Photoshop right? Not sure tho, but looks a bit like gradient with the coloring. |

what you have there is too much (or too little, I always confuse this one) light going in the camera too fast (or of course, too slow) and combined with the movement of your hands, or the tree if it has legs, it creates that effect. Now, about the name....I can't remember.
