Hey there,

I freshly reinstalled Photoshop and noticed that the standard shortcuts don't work.

No things like:
"ALT" + "+" for zooming
"CTRL" + "M" for colour adjustment
"CTRL" + "T" for transforming
etc.

Any ideas why?

I have a normal PC with fresh XP on it. No notebook or special keys. Strangely I can use the CTRL to e.g. select Layers or something. But even in the menues I cannot use the cursor keys to navigate through the options ...

Which version of Photoshop are you using? Or are the shortcuts the same in all the versions?

Weird. You've not changed keyboard by any chance, to one with weird buttons? (Mine has an irritating F-lock button I have to press to make the F-keys do what they're supposed to) There might be an "enable keyboard shortcuts" option somewhere...

You could check Edit->Keyboard Shortcuts and make sure they're not disabled or set to some crazy nonexistant scheme.

if shortcuts (with ctrl, alt) run in windows it will be only problem of install package

BTW: if you know about some-ini, cfg or another configuration file, which includes settings i can send you mine, i use CS too
