Picard because even if he wasn't better than Kirk (despite the writers supplying fanservice by having him need help from Kirk in Generations) he's more familiar with the ship.
Kirk'd be "Quantum torpedoes? What are they?" and "Wait, we have phaser strips that now cover a complete arc around all parts of the ship, now. Wow?" |
